Vicente Hurtado Roa, Head of Unit for excise duties, environmental and health taxes and financial taxation, Drectorate-General for Taxation and Customs Union, European Commission Vicente Hurtado Roa is the Head of the Unit in the European Commission responsible for Energy Taxation and other indirect taxes. His first steps in the Directorate General for Taxation started in 2006 when he was responsible for drafting the review of the Savings Directive before becoming the assistant to two previous Director Generals responsible for taxation. His experience in the European Commission also covers seven years in the Secretary General , working first on the European Semester and then in the relations with the European Council. Previously to join the European Commission, Vicente had been a tax consultant in Garrigues for ten years with an expertise in international taxation. |

Robert Jeszke, Project Coordinator CAKE, Heading the Strategy and Analysis Unit and the Centre for Climate and Energy Analyses (CAKE) in the National Centre for Emission Management (KOBiZE) Heading the Strategy and Analysis Unit and the Centre for Climate and Energy Analyses (CAKE) in the National Centre for Emission Management (KOBiZE). Has 18 years of experience in the field of climate and energy policy and sustainable development, among others serving as a government expert, e.g during the negotiations of the EU Climate and Energy Package in 2008 and during its implementation in 2009-2019. Co-author of the architecture of the Kyoto Protocol based mechanism – the Green Investment Scheme (GIS) in Poland. Member of government delegation at COP14 & COP19, negotiating new international agreement on climate change within UNFCCC process. Polish national expert for evaluation of policies and measures nominated to the UNFCCC Roster of Experts. He participated in various workgroups, taskforces both at national and international level dealing with issues of environmental and climate policy, economy of climate change and carbon markets. Author and co-author of several publications dealing with the emissions trading and climate policy issues published both in national and international magazines. |

Radosław Maruszkin PhD Specjalizuje się w prawie ochrony środowiska oraz prawie Unii Europejskiej. W zakresie EU ETS na co dzień doradza instalacjom objętym systemem. W obszarze prawa ochrony środowiska doradzał, m.in. w zakresie oddziaływania inwestycji na środowisko, prawa wodnego, pozwoleń zintegrowanych, ochrony powietrza i klimatu, międzynarodowego i krajowego sposobu postępowania z odpadami oraz dokumentów planistycznych związanych z ochroną środowiska. W obszarze prawa Unii Europejskiej doradzał m.in. na rzecz jednej z agencji UE oraz w zakresie unijnych przepisów związanych z energetyką i ochroną środowiska, procesu prawotwórczego, dostępu do dokumentów publicznych oraz oznaczenia EC. Radosław łączy praktykę zawodową z karierą naukową w Katedrze Prawa Europejskiego Wydziału Prawa i Administracji Uniwersytetu Warszawskiego. |

Dariusz Dybka, Senior Manager, The European Roundtable on Climate Change and Sustainable Transition (ERCST) W Brukseli pracuje od 2011 roku. Przed dołączeniem do ERCST reprezentował polski sektor elektroenergetyczny. Wcześniej pełnił funkcję attaché ds. Klimatu w Stałym Przedstawicielstwie przy UE, gdzie zajmował się m.in. handlem emisjami, jakością powietrza, oraz zagadnieniami łagodzenia zmian klimatu. W latach 2012-2016 był zastępcą członka Komitetu ds. Zgodności z Protokołem z Kioto oraz ekspertem ds.prawnych UNFCCC. Pracował w Ministerstwie Środowiska w Warszawie oraz w Prezydium RP w 2008 r. Wcześniej ukończył wydział prawa i staż w Waszyngtonie. W ERCST koncentruje się na Europejskim Zielonym Ładzie, zrównoważonej i sprawiedliwej transformacji, EU ETS oraz negocjacjacjami z UNFCCC. |
