The purpose of the The Association of Issuing Bodies (AIB) is to develop, use and promote a standardised system: the European Energy Certificate System - "EECS". EECS is based on structures and procedures which ensure the reliable operation of international certificate schemes. These schemes satisfy the criteria of objectivity, non-discrimination, transparency and costs effectiveness, in order to facilitate the international exchange of certificates. In order to further facilitate the international exchange between of energy certificates, the AIB operates an inter-registry telecommunications Hub. The AIB also provides a knowledge centre for energy certificate authorities across Europe, providing and sharing advice and guidance.

RECS International promotes a pan-European renewable electricity market, facilitated by a commonly accepted and harmonised European information system. We represent the market players – renewable electricity producers, traders, suppliers, facilitating organisations like consultancies, research institutes and brokers – and we are in a constant dialogue with national and European policy makers to reach our goal of a harmonised pan-European certificate system that enables cross border trade. We also work on the transparency of a standardized certificate system for renewable electricity, the correct use of certificates and the possible claims to be made by both suppliers and end-users when utilising and consuming certificates.

E-Control has substantially contributed to the establishment of the European Internal Energy Market. As a small country within the European Union, Austria must be more active and contribute more than others to be heard among the other Member States' voices. This is why E-Control has been involved at all levels of international regulation since its establishment in 2001; and we have been quite successful: E-Control is a member of the Council of European Energy Regulators (CEER). Our Executive Director Walter Boltz is CEER vice president and chairs the gas working group. And in the newly established Agency for the Cooperation of Energy Regulators (ACER), he was elected vice-chairman of the Board of Regulators in May 2010. E-Control staff members also lead other European working groups, for instance on market monitoring, security of supply and consumer empowerment.
In Austria the entire life cycle of a guarantee of origin, from its generation to its transfer and cancellation, is registered in the E-Control guarantee of origin database. The database provides all Austrian market players with an electronic information system that enables them to issue and use standard guarantees of origin in accordance with transparent criteria. It simplifies information transfers along the entire process chain from the generator to the consumer.
