On 27th September 2012, in the Hilton Hotel in Gdansk there was held the second edition of international conference focused on the topic of smart grid and smart metering. II Smart Communications & Technology Forum was organised by CBE Polska Team. The experts and specialists from Poland and the whole Europe met in Gdansk, to verify their experience and start new partnerships and business relationships. The Strategic Partner of the event was Italian Enel, which is celebrating 50th anniversary this year.Additionally there were solutions presented by: Eltel Networks, Lackmann, Mikronika, Bronze Sponsor-Smart Grid Networks and Exhibitor- ZPA Smart Energy. After the official Opening of the Conference by the representative of CBE Polska, Ms. Agata Pezinska there were speeches of the special guests representing Honorary Patrons. At first spoke Mr Ryszard Świlski, the Member of the Board of Pomeranian Vovoideship. The next speaker was Mr. Jerzy Sadowski, Vice President, Electronic Communications Dept. PIIT. After the welcome, there was a speech of PhD Waldemar Skomudek, the Professor of Opole University of Technology, the Dean of Production Englineering and Logistics Department. The speech of inauguration was entitled: " Smart Grid- main challenges" ( the co-author of the lecture was Dr. Mariusz Swora from Jagiellonian University). Professor emphasised the regulatory frames ( or lack of regulations), the definitions, main factors of smart grid development.

Summarizing Mr. Skomudek said: "We should take a holistic look at the management of the power system, in which many elements (elements of conventional energy, distributed energy, electricity network) is used to create a coherent completeness. This approach also promotes innovation, sustainable development, security system, and is the essence of what today is known as the concept of Smart Grids. "

After the inauguration spoke the representative of the European Commission - Ms. Anna Mengolini Scientific Officer of the Italian Institute for Integrated Research Center for Energy and Transport. The speaker in a presentation on Smart Grids Activities at the Joint Research Centre presented the organizational structure of the Institute represented and the range of activities of their group in the dissemination of technology, research and collected information on the situation in Europe. "Smart grids are one of the objectives of the European Union. At the moment we are at the starting point. Currently in Europe, there are carried about 300 projects of different financial scale, related to smart grid" - said Anna Mengolini, Integrated Research Center of the European Commission. Facility is the EU's research body, has seven institutes in five countries - Belgium, Spain, the Netherlands, Germany and Italy."

At the end of Anna Mengolini's lecture, there spoke the Professor Waldemar Skomudek, this time as a panel moderator asked the participants to join the panel table. The panelists were: Mr. Dariusz Dzirba, Director of Development PGNiG SA, Dr. Eng. Christopher Madajewski, Professor of IEn, Director, Institute of Energy, Department of Gdańsk, Andrzej Kaczmarek, Director of the Office of Inspector General of the Department of Computer Science, Rafał Czyzewski, CEO of Energa Operator, Robert Zasina, Head of Local Market Operator, Operator Service Department, Tauron-Distribution SA, Jerzy Sadowski, Vice President for Electronic Communications, PIIT. During the discussion, the issue comprehensively verified smart grid, both on the level of implementation, control, data protection and profits for customers and tariff changes.

CEO of Energa Operator, Rafał Czyzewski said that his company is currently implementing smart metering in Kalisz, on the Hel Peninsula and the area in Drawsko Pomorskie. The target is to be installed 100 thousand of new meters, 30 thousand of devices have already been prepared.

- In the next month there will be provided the first services to consumers. What will be their reaction, it is still a question to be answered. Due to the high investment rate for a particular consumer the price for electricity will rise by approx 1.5 %. On the other hand the European experience, says that the energy savings to consumers can increase from 10 to 25 percent. - added Mr.Czyzewski- In our company we are guided by the vision of development covering several areas that need to be taken into account:

Active consumer - associated with an increase in efficiency even by conscious reduction in peak demand etc. ..

Grows exponentially distributed generation (with a focus on wind farms) as a way to integrate the use of technology to integrate it to the distribution network Company's operational efficiency - all the metering infrastructure has been installed, the process of integration between the hubs and the application is going to end, one of the biggest problems is Energy Regulatory Office -there are problems with a requirement of meters readings in the 15-minute graduation. The amount of data to store (in the case of stations with over 200 consumers at the level of one hub) is very large. Another issue is the tarrif. Summarizing at the moment it is difficult to conclude what it means for the customer. From next month, there is going to be an option of accounting on the basis of actual consumption, in two months will be created a portal for "tracking" of energy. Considering the fact that the Polish system invests a lot but reduces the operating costs, there can be expected an increase in the distribution rate in the range of 1-1.5%, but how it will affect energy consumption (remember the tariffs and the reduction in peak demand) "- we'll see. Rafał Czyzewski, CEO of Energa Operator.

"Sectors of gas and electricity networks are rather similar. According to a holistic approach it is the whole energy sector.The idea is for the energy to be certain, cheap and environmentally friendly (from the customer's perspective.) Gas can add to the mix more than you might think . In the gas sector, there was created the idea of "Smart Grid Gas" (despite the fact that this sector is a rather conservative.) In this context, we should take into account relevant factors such as:
  • the possible appearance in the system of new gas sources (biogas, biomethane)
  • the emergence of a new element in the form of unconventional gas
  • the possible presence of other gases in the system (with the possibility of up to 15% of the hydrogen to the network)

A new gas network must be more flexible and adopting external factors. It must be an intelligent network. Should also be noted that the power sector is a colossal problem of energy storage, and in this context, the gas does not have this problem. The joined smart-grid network for gas and electricity is not possible. We have an idea of gas smart grid through new sources of gas, such as shale gas, biogas and biomethane. We may also use electricity to produce hydrogen by electrolysis, and later use this hydrogen for the network - said Dariusz Dzirba, Director of Development PGNiG SA

"In the context of distributed generation we often assume that if you put it closer to the consumer avoid the expansion of the system. Meanwhile, we are approaching the limits of its security. Uncertainty of the system needs attention in the form of intelligent solutions-but a need to monitor the network in real-time to take advantage of the transmission network. No traffic can be carried out in accordance with a system that kept pace with load generation. If you do not have enough generation sources and instead we have a distributed generation that is not possible. We've got to store energy and balance system.The entire process is very cumbersome. Smart power system will postpone some investments in a large network, and enable the optimal use of existing one"- said PhD Christopher Madajewski, Professor. IEn, Director, Institute of Energy, Department of Gdańsk.

"From the technological point of view existing transmission networks are very modern and safe - the example of mobile phone. With regard to the Polish and European, past decade (2000-2010) was rather poor when it comes to investment in this area. From the point of view of a security standpoint transmission data - in my opinion, we can talk about safety. We should of course remember that the primary responsibility rests with the user of network. technologically Mobile networks provide intelligent network implementation. I agree with Professor Madajewski - a big change should be approached cautiously and conservatively, to explore the area. Currently we are at the stage of transition from conventional to optimal solutions. Should be noted that no one raises the question of the added value of implementing an intelligent system in the economic sense. We should think in a long term, to answer the question what will happen in 30 or 50 - not a 5 because it doesn't explain a lot.We need to think about solutions that deliver long-term results and innovation we need to pass but no one wants to leave the problem for the next generation "- said Jerzy Sadowski, Vice President of Electronic Communications, PIIT. In addition, he noted that during the discussion of smart grid and smart metering we should focus not only on the technological aspects. - Modern meters , smart grids - all good, but the problem is also in the law. For example, if it comes to the European Union, regulations concerning telecommunications, they are so large and complex that Europe in terms of the development of this industry is the last continent in the world. Excessive regulations are harmful - said Vice President of PIIT. Sadowski also noted that European law on smart grids should be competitive and take into account the perspective of 30-50 years. - Keep in mind that the U.S. and Asia today put a strong emphasis on energy and raw materials. In the U.S., gas is 10 times cheaper than in Europe - he added.

The Director of the department of operator services Tauron Distribution, Robert Zasina said that his company is now offering 30 thousand smart meters .. He added at the same time: "Let's think if we have proper ICT tools to" guard "network. If the functioning of all components has a strategic role it is also about the minor activity of customers and information about consumption. For the smart grid, from the point of view of the operator it is very important to know meter the consumer in the most efficient way.Strategic role in the whole process plays a solutions provider - he has to to meet Polish requirements. In Tauron Dystrybucja we have more than 30 thousand customers and just like all the others- number of problems. We're still discussing about choosing a communication source: PLC, the mobile radio network - it will be the next stage pilots. I would also like to emphasize the role of the consumer - tariffs will encourage him to conscious consumption, what will reduce system load. It is said that implementation of the smart grid will allow you to adjust tariffs to the needs of the customer - I disagree with that. The consumer is the one that should adapt to network conditions, and balance them if necessary "- aid Robert Zasina, Head of Local Market Operator, Operator Service Department, Tauron Distribution SA.


"The essence of the debate is not only a safety issue but a protection the privacy of individuals. Energy Regulatory Office required 15-minute readings. Such a situation gives the information about profiles of consumers. German study showed that on the basis of consumption and the readings can even tell what program you watch on TV. An Important issue in the current legislative state is to follow the points below:
  • answer to the question how to collect data
  • the principle of data minimization - collecting only the data that are necessary to achieve a particular purpose

Due to the smart grid data can be divided into two types:

  • specifications - interesting for the operator in terms of load balancing, allowing you to control network
  • consumer data - a way of life and habits of individual user types, should be treated as personal data but it should be used only for billing purposes or to invoice. For this second group the data should be read on a monthly basis (no need of a 15 - minute reading).

The Panel discussion raised a number of questions from the participants and the discussion of the issues was continued in the foyer after the end of panel. After the panel there started a block with presentations in connection to the technology block. The first speaker was Mr. Jacek Koźbiał, Director of Electricity Matering Systems in Mikronika the company. He presented the BPL - Broadband PLC - technology to rapidly implement a stable communication for Smart Systems. There was described the pilot implementation, presented conclusions regarding the risks, costs and cost-effectiveness of different scenarios. It should be emphasized that the company is a regular partner of Forum and also during the first edition in 2011, Mikronika presented its solution as the Technological Expert.

As the next expert, there appeared the Technological Partner of Forum - company Net Insight. The representative - Mr. Per Lindgren, founder and vice president of Market Development, presented a speech entitled: "Nimbra-communication platform for SmartGrid" - it was focused around the Real Time Communications and High Integrity for smart applications. Mr. Lindgren described in detail the nature of the proposed technology, successes and achievements of the company as well as the many flattering references received from their business partners.

The next "experts" - Lackmann Metering Sp. z o.o. presented their offer of smart metering and Smart Grid s based on the NES system and protocol OSGP As a representative, there appeared of Mr. Rafał Wroblewski, Director of Lackmann in Poland. The last lecture concerned the Implementation of technological solutions in Smart Grid functionality in Power Distribution in Denmark. The speaker - Mr. Per Joergensen, Director of Sales at ELTEL Networks, AMM Business presented the best practice on the example of corporate experience.

After the technological presentations there started case studies of best international experience. Representatives explained the role of smart grid technology and the level of implementation on the ground of their own businesses. There appeared:

  1. Strategic Partner - Enel (Case study - Italy / Slovakia: Enel - success in the implementation of intelligent solutions)

    Antonello Buondonno, Director of Europe and Americas Development, Enel Distribuzione SpA, Italy Enel talked about experiences related to the implementation of smart meters in Italy. The next speaker was Andrea Pancotti, Retail Manager, ENEL Slovenske Elektrarne a.s, Slovakia, who talked about the actions taken by the Group in the field of smart grid in Slovakia. Claudio Zito, Director of Business Development, Enel Distribuzione was answering the questions asked by participants. He was asked by a representative of Opower, Michela Beltracchi, about the reaction of customers to the exchange of meters. He answered it was difficult to talk about any reaction as the whole process was so smooth that consumers did not noticed the change.

  2. UAB Center for Technology and Innovation - Case study - Lithuania: Center for Technology and Innovation and the smart grid implementation in Lithuania. Vytautas Bitinas, Smart Grid Project Manager, UAB Center for Technology and Innovation, talked about implementation in Lithuania, which, according to his opinion, have not been crowned with success.
  3. Elektro-Slovenija doo, Slovenia - Case study - Slovenia: "The integration of smart grid transmission system in Slovenia"
  4. Jan Kostevc, Head of Operational Support, Elektro-Slovenija doo said, and: "Due to a number of limitations in the development, transmission lines are not able to meet the demands of today's European client." The speaker also emphasised that transmission systems play a completely different role today than 10 years ago.
  5. Statnett SF, Norway - Case study - Norway: "Smart Energy in Statnett SF. Communication technology and energy needs of the network"
  6. Jan Ove Gjerde, Vice President, Statnett SF, Norway discussed the situation in Norway, presenting to participants the monitoring systems (WAMS) implemented by Statnett.
