Seminar "Demand Side Response - Client, Market, Technology" took place on October 12, 2017 in Warsaw. In Poland, DSR services are currently available mainly for larger energy customers as part of their cooperation and tenders with Polish TSO – Polskie Sieci Elektroenergetyczne S.A. However, as demonstrated by other markets, services of this type may soon be provided by other operators as well.

"All the summer package reduction tests completed successfully, and what is pleasurable is the short time of the reduction: from 0.5h to 2.5h" said Jarosław Socha, Deputy Director of Transmission Department at Polskie Sieci Elektroenergetyczne S.A (TSO) during an inaugural lecture.

Piotr Chylmański in his presentation emphasized that Enspirion as the largest aggregator in Poland, it has reduced nearly 3334 MWh to TSOs. Based on this experience, the company goes into a debate with the standard definition of DSR, which says that this service is a reduction. In the opinion of specialists, DSR is the management of the profile. "DSR in the TSO is and should continue to be an intervention program. Within a year, DSR you can use several times and the direction of development is that often the recent energy shortages occur over the weekend. This means that we should also activate the service on holidays. One day it may become important" - he said.

"Determining the reduction potential at 10MWh disqualifies smaller potential DSR participants in Poland" said Edith Bayer, who represented the Regulatory Assistance Project in the discussion panel, which was yet another element of the seminar. All panelist: Piotr Gołebiowski (Tauron Polska Energia), Jacek Misiejuk (EnerNOC), Tomasz Stankowski (EnMS) , Robert Duszka (NMG), Mariusz Kupa (PSE Innowacje), Andrzej Kroczek (Enspirion) and Beata-Superson Polowiec (Polowiec & Partners Law Firm) agreed with that statement.

During the panel discussion Mr Jarosław Socha, PSE's director, referred to the barrier indicated by the speakers about the reduction potential at the level of 10MWh: "The minimum reduction was set at 10 MWh, because at the moment of creating the program DSR Operator was not fully familiar with the practical aspects of aggregator's operation. As a result, we started recruiting and inviting companies with higher reduction potential to the progarm. If this market develops and we see that aggregator performance is positive, then this 10 MWh limit will change. It's hard to say at this point into what level" - he commented. Socha said that all the summer package reductions carried out on 25-27 July 2017 were positive. The verification test is performed in the case of identification of non-availability within 14 days of the date of the previously declared availability. "On September 14, 2017, the operator received two offers for the Current Program. The tender will soon be settled. The announcement of the next tender is scheduled for the turn of 2017/2018 to give more time to the potential participants to prepare the tenders. On October 1, 2017 the Winter Guarantee Program Agreement entered into force. This means that by the end of October will carry out mandatory reduction tests"- said Director of Socha. Polish Power Grids as a target for the coming months - has assigned work on the implemented DSR programs and support them through the management of IT systems. On July 1, 2018, the entry into force of new contracts in the Guaranteed and Current Program will be implemented.
